Abstract

Good governance represents one of the most prominent features of governance and administration in the Islamic perspective. It is based on regulating administrative practices in accordance with the principles of Islamic law (Sharia), in a manner that ensures sound judgment, efficiency, the protection of rights, and the prevention of corruption. As both a normative value and a civilizational necessity, good governance has gained increasing importance in the age of Artificial Intelligence, amid rapid digital transformations that have reshaped mechanisms of administration, decision-making, and institutional oversight. This study provides an objective examination of the concept of good governance, its foundational pillars, and the standards for renewing its mechanisms within the Islamic framework. In its first section, the research addresses the concept of good governance and AI governance by grounding these concepts within Islamic thought and clarifying their legislative, institutional, and technological dimensions in relation to contemporary digital transformations. The second section examines the foundations and substantive dimensions of good governance by analyzing its core pillars, most notably: the sovereignty of divine authority, the establishment of ethical values, the realization of justice, the activation of quality, the development of competence, and the provision of resources and capabilities, as essential foundations for institutional efficiency and the realization of public interest. The third section focuses on the standards and mechanisms for renewing good governance in the age of Artificial Intelligence, highlighting the importance of participation, transparency, integrity, responsibility, oversight, and accountability as governing standards for employing modern technologies in ways that promote justice and protect rights. The study adopts the descriptive-analytical approach by describing contemporary digital transformations, analyzing the impact of Artificial Intelligence in reshaping governance structures and mechanisms, and evaluating these transformations in light of the higher objectives of Islamic law (Maqasid al-Sharia). The study concludes that the Islamic perspective possesses a value-based and legislative framework capable of accommodating contemporary technological transformations. It further finds that renewing good governance in the age of Artificial Intelligence requires integration between technical competence, ethical commitment, and regulatory discipline in order to achieve justice, enhance transparency, improve institutional performance, and preserve human dignity in the context of rapid digital transformation.
