Methods of developing Muslim societies through directing priority investments - أساليب تنمية المجتمعات المُسلِمة من خلال توجيه الاستثمارات ذات الأولوية

Abstract

The study aims to identify possible ways and methods of guiding investments and selecting projects. It must undergo in-depth studies to prove its feasibility in development. There should also be a set of legitimate, economic, and social criteria for preference between investment projects and economic activities shall be arranged based on the priorities of the Islamic interest (Maslahah). Then such projects shall have criteria and foundations on which to evaluate and measure development performance and social impact to achieve inclusive and sustainable development of our Islamic communities. The researcher concluded that the system of investment priorities should be adhered to in all investment policies and processes and that social responsibility should be activated as one of the most important factors for enhancing development performance. The study also recommends a vigorous pursuit toward creating new standards and indicators that enhance the developmental role of Islamic institutions.

هذه الدراسة تهدف إلى التعرف على السبل والأساليب الممكنة لتوجيه الاستثمارات واختيار المشروعات، وإخضاعها للدراسات المعمقة لإثبات جدواها في العملية التنموية، كما يجب أن تكون هناك مجموعة من المعايير الشرعية والاقتصادية والاجتماعية للمفاضلة بين المشروعات الاستثمارية والأنشطة الاقتصادية، ويتم ترتيبها على أساس أولويات المصلحة الإسلامية، ومن ثم تكون لهذه المشاريع معايير وأسس يتم على أساسها تقييم الأداء التنموي والأثر الاجتماعي لتحقيق التنمية الشاملة والمستدامة لمجتمعاتنا الإسلامية. وخلص الباحث إلى ضرورة الالتزام بنظام أولويات الاستثمار في كافة سياسات وعمليات الاستثمار، وتفعيل المسؤولية الاجتماعية كأحد أهم العوامل لتعزيز الأداء التنموي. كما توصي الدراسة بالسعي الحثيث نحو خلق معايير ومؤشرات جديدة تعزز الدور التنموي للمؤسسات الإسلامية.
